Gomery's limited mandate, continued

Andrew Coyne notes that the Adscam Inquiry Terms of Reference, which limit the scope of Justice Gomery's investigation and powers, are "standard-issue boilerplate" for public inquiries. He's probably right, but I still believe Martin will repeat the "nobody was convicted" line, or a variation thereof, ad nauseum if an election is held after Gomery issues his report.
