Why is anyone surprised? Remember Barbara Hall's reign as mayor of Toronto? She banned the Salvation Army from holding Christmas charity events in Nathan Phillips Square because the Army has no gay officers. Even gay activists were appalled by this, but Red Barb was adamant.

Ellie: It's been so long since Hall was mayor that I've forgotten many details. I only remember her perpetual whine (she can't speak in any other tone apparently) and that she made Mel Lastman seem like Abe Lincoln and John A. Macdonald by comparison.
