Yep, that Norway is sure experiencing conflict. Lot's o' fighting going on there.

I think that the author may want to look at cultural aspects in addition to oil wealth. I'm no fan of Hugo, but Valenzuela's oil wealth hasn't lead to civil war (yet), and if things do go downhill there, it wasn't the oil but the management that lead to it.
