Oh wait, the article actually means "websites that we *feel* are Al Qaeda websites".
It's strange that their conclusions aren't at all tempered by the fact that no website or online content is definitively traceable to Al Qaeda and that their choice to believe what the internet told them is an almost completely subjective bit of evidence.
In fact, in the article, there is no acknowledgment of the inherent uncertainty of the information that they are presenting. Not one disclaimer suggesting that pulling anonymous content from websites is not a reliable source of information.

If a website is frequented by Al Qaeda supporters and disseminates Al Qaeda propaganda then it can fairly be described as an Al Qaeda website without proving that it being written by the high command.
