In any case, does the author want this distributed in the public domain ( credited to him obviously)?
If so, perhaps he'd fwd. some kind of permission to publish it. Knowing something about him'd be helpful as well.
DaninVan: I got it from the Executive Director of the Conference of Defence Associations, so I assume it is legit. Hope I'm not wrong.
