We need to completely cut aid to China and refocus that money to actual needy countries like Afghanistan or countries in Africa. How a country with a manned space program gets foreign aid from us is rediculous.

The Marshall Plan (Marshall was an American general by the way) was proposed AFTER Germany had surrendered. Two years after V-E Day, in fact.
The Taliban have not surrendered, which is why our forces need to be doing what they're doing now in the areas that have not been pacified. Then the rebuilding in those areas can ramp up.
If Dion's argument is that reconstruction in other areas of Afghanistan will "inspire" the Taliban to drop their arms in the south, well that has not happened so far, so why would it happen now?
Dion's use of this Marshall Plan talking point betrays an ignorance of both history and our enemy.
