Why is there so few programs in our existing system to attact locals to enter into this kind of work?

I care about Canadians and not foreigners first.

We should set up local immigration review juries. They should be selected from the regular jury pool on a regular basis. The prospective immigrants/refugees would have to apply to specific juries and remain fo for time in their area if admitted.
