It's not as though either goal is much more than empty posturing, anyway. Europe will, no doubt, approach the new goals much the way they do their goals under Kyoto.

If so,

Harper should make it a confidence vote and run an election on how destructive meeting those targets would be. I think he would have before if not for the Quebec election.
